Business Problem

A paper-based archive of 500,000+ documents across 15 years. Finding a single permit took 30+ minutes of manual searching. No version control meant outdated documents were used for decisions. Compliance reporting required 3 weeks of manual compilation. Security concerns with physical document access.

Our Approach

We partnered with a document scanning firm for bulk digitization while building the platform in parallel. AI-powered OCR (using Tesseract and OpenAI for classification) automated document categorization. Elasticsearch provided instant search. We implemented a strict RBAC model aligned with NCA's organizational hierarchy.

Implementation

Phase 1 (Weeks 1-8): Core platform with document upload, OCR pipeline, and Elasticsearch indexing. Built classification AI to auto-tag documents by type (permits, inspections, correspondence). Phase 2 (Weeks 9-16): RBAC system with 12 permission levels, audit logging, version control, and document workflow (review → approve → publish). Phase 3 (Weeks 17-22): Compliance dashboard, automated report generation, and analytics. Phase 4 (Weeks 23-24): Security hardening, penetration testing, and data migration.

Lessons Learned

Government projects require exceptional attention to security and compliance. We learned that data sovereignty requirements (data must stay in Kenya) influenced every infrastructure decision. The OCR pipeline needed extensive training on government document formats — letters, stamps, and handwritten annotations were particularly challenging. Building trust with stakeholders through transparent progress demos was essential.

Conclusion

This project showcases our ability to handle large-scale, security-sensitive government digitization. The combination of AI-powered document classification, enterprise-grade access control, and instant search transformed how NCA manages its critical documentation.
